| ChungHwa Telecom, dedicated to creating
a national network infrastructure for Taiwanese businesses
and individuals, created HiNet on 3/31/1994 and after
one year of trial time, launched HiNet Internet Services
on April 1, 1995. |

| After start of service, HiNet has been
widely praised and continuing to gain customers. HiNet
is Taiwan¡¦s largest ISP and has by far the largest number
of users in Taiwan. During April 1999 and November 2000
HiNet had doubled in size, from 1 million customers
to more than 2 million. The number of customers passed
over 3 million due in large part to the vast introduction
of broadband ADSL service in June 2002, and further
exceeded 3.56 million as of January 2004. To this end,
over 1.92 million of HiNet¡¦s customers are HiNet ADSL
customers. (ChungHwa Telecom ADSL serves over 3.02 million
customers in January 2004). Along from having the largest
market shares in Taiwan, HiNet has also been voted as
¡§Best ISP¡¨ and ¡§Best ADSL¡¨ by both the average general
consumers and more specialized information managers,
in surveys conducted by Information
and Computers Institute for Information Technology
for five consecutive years. Also in 2003,
the annual Internet Service Industry Quality Survey
gave by the Ministry of Transportation and Communications,
HiNet won A++ ADSL consumer satisfactory level in categories
such as ¡§installation¡¨, ¡§customer service¡¨, ¡§connection
quality¡¨, ¡§troubleshooting¡¨ and more. As many as 91%
of current HiNet customers report that they are more
than willing to continue to use HiNet ADSL service.
